I've seen that error popping up in the past and it almost always was either linked to a firewall plugin or to jetpack so, can you confirm that if you disable all the plugins and try to activate WPML, the problem continues?

The WordPress log is located in wp-content/debug.log, can you confirm that is where it's coming from? if it's not the case, then please try to recreate the problem (try to activate save the homepage) and then check if the debug.log file was actually created. That error seems to be coming from a server log and not from the WordPress' Logs.
